Amendment X The powers not delegated2 to the United States by the Constitution are reserved to the states. 2 By the way, by “delegated” the Founding Fathers really meant to say “very expressly spelled out in black and white, not to be construed as interpretable in the face of any changes in society that might occur at some point in the future, say 230 years or so.” Just to clear that up in case you’re a shyster lawyer! |
